How to Enroll in a Health Care Plan

It’s easy. Simply sign up during Annual Open Season which happens between November 10th and December 8th, 2025. Just make sure you’re enrolled by midnight on the final day.

If you are a new hire, you have 60 days from your start date to enroll.

Step 1: Select a Health Plan

Review the Health Plan Options and select the plan you wish to enroll in. Consider which plan best meets your needs and who will be covered by your plan: Self, Self +1 or Self + Family.

If you want to keep your current plan, you will be automatically renewed.

How to Enroll in the Retiree Advantage Plan

Step 1: Enroll in a qualifying UnitedHealthcare FEHB or PSHB Plan

Retiree Advantage Plan Enrollment

If you are already retired, enrolled in Medicare Parts A&B and a member of one of the qualifying UnitedHealthcare FEHB plans (eligible enrollment codes AS, JP, L9 , LR, VD, WF, Y8), or PSHB plans (eligible enrollment codes JY, KE), you can elect the UnitedHealthcare Retiree Advantage enhanced level of benefits at any time throughout the year.

If you are not yet a member of a qualifying UnitedHealthcare FEHB or PSHB Plan, you’ll first need to fill out the online election form or call the OPM Retirement Information Center. Federal retirees should visit retireefehb.opm.com or call 1-888-767-6738 to enroll in a participating FEHB enrollment code. Postal retirees should visit health-benefits.opm.gov/pshb or call 1-844-451-1261 to enroll in a participating PSHB enrollment code. Participating FEHB plan codes include: AS, JP, L9, LR, VD, WF, Y8. Participating PSHB plan codes include: JY, KE. Please note: FEHB HDHP plan codes LS, LU and V4 are not participating plan codes for the Retiree Advantage plan.

Do not suspend or cancel your UnitedHealthcare FEHB or PSHB plan or it will cancel your enrollment in the UnitedHealthcare Retiree Advantage Plan.

Step 2: Enroll by Phone

Call 1-844-481-8821 TTY 711, and select prompt #1

8 a.m. – 8 p.m. local time, Monday-Friday

You may enroll in the Retiree Advantage plan at anytime throughout the year once your UnitedHealthcare FEHB or PSHB election has been processed by OPM. 

What Happens After Enrollment?

After you complete your telephonic application, you and any Medicare-eligible dependents covered by the plan will each get a Welcome Letter and UCard, which is your confirmation of enrollment.* 

You’ll need to activate your UCard — it’s easy 

There are 3 simple ways to activate your UnitedHealthcare UCard. 

Choose the one that works for you:

  1. Scan the QR code in the Welcome Letter with your smartphone or tablet to activate through the UnitedHealthcare app
  2. Visit activate.uhc.com
  3. Call the phone number printed on the card carrier that your UCard is attached to

How to use

Reach for your UCard when you:

  • Visit a provider or fill a prescription
  • Buy OTC products with your benefit credit
  • Spend your earned rewards

 

*Retirees in the same household may receive these on different days, which is a normal part of the mail stream.
